Donji Ulići road: work to start “soon”
Work is planned on the 8 km road between Rijeka Crnojevića and Donji Ulići. The mayor says it will start “soon”, but no date has been confirmed.
The national park has a proposed plan for the next five years. It includes no visitor infrastructure for Rijeka Crnojevića.
In early 2026, a proposed National Park Management Plan for 2026–2030 was published on nparkovi.me, the website of Montenegro’s national parks. A management plan sets out what a park intends to do over several years.
The plan includes no visitor infrastructure for Rijeka Crnojevića. Visitor infrastructure means things such as paths, signs or information points for visitors.
This post looks only at what the plan says about the village. We have not summarised the rest of it here.
It is a proposal, not a final plan. The sources we used do not say whether it has since been adopted or changed, whether there was a public consultation, or when a final version might follow. We will update this post when we know.
Skadar Lake National Park was created in 1983 and listed as a Ramsar wetland in 1995. A 2022 review proposed enlarging it to 45,455 ha. Rijeka Crnojevića lies in Zone III of the park, the zone for settlements. Since 5 June 2026 it has also been part of the UNESCO biosphere reserve of the Skadar Lake Watershed. The village appears in other plans too. Cetinje’s 2025 programme mentions the “need to develop” the village, but gives it no budget line.
People in the area also disagree about the park itself. A local initiative wants its villages left out of it. The ministry says the boundaries will not change. You can read both positions.
